The only way this can happen with DCUO, that I am aware of, is if there is a direct download link available. I know of no official ones. Some user may be able to put together a custom download package for you though. I am unable to do this do to limited upload bandwidth and would suffer throttling if I exceeded my soft monthly bandwidth. On the issue of it crashing I can't tell you why that is.
